An assistant manager at a CVS pharmacy in Palo Alto who allegedly stole 268 packets of Scratchers lotto tickets worth $73,200 was arrested Thursday morning and is now in custody at Santa Clara County jail, lottery investigators said.

Investigators said they worked with the Santa Clara County District Attorney’s office to serve search and arrest warrants for the suspect, Adam Elhallak.

“While this crime involves only one employee at just one of our more than 22,000 authorized retailers, we demand that all our retailers be honest, treat our players fairly and strictly adhere to our Retailer Code of Conduct,” California Lottery Director Joan Borucki said.

Elhallak was booked on charges of grand theft and embezzlement. If convicted, he could face up to one year in county jail, a prison sentence, plus a fine and restitution.

  1. Retailers claim that worsening customer service is because they don’t trust their customers. In reality, most of their losses are because of incompetent or corrupt employees.

    And what did the guy do with all the stolen tickets? Did he scratch them off himself? Or did he trade them for drugs or something?

  2. Question: Was the stated value of the tickets how much they would be sold for, or the value of the prizes in them?? The prizes are only about 30% of the sale value, so most lotto tickets are worthless paper.

    Lotteries are a money waster for the mathematically challenged.

  3. So, if the California educational system did its job correctly, there would be no Lottery ticket buyers? Irony or conflict of interest. You decide.
