What's the next step?The public distribution last week of the draft environmental impact report (EIR) on the University Circle project started a legal clock ticking. The timing of each element of the project is subject to possible delays.1 A 45-day period for public comment on the EIR will conclude May 14. 2 The City Council will hold public hearings on the EIR and the project. 3 A vote on approving the project could be taken as early as June. 4 If the project is approved, the city's redevelopment agency would buy the land. 5 The city would sell the land to the developers. 6 Construction would begin in late 1998. 7 The buildings would be ready to occupy in the spring of 2000.
