When does the CPA Investigate a crime?

We have seen that the CPA can investigate its Employee's and the Public.
For what they think are crimes,mostly against them{The City}

When and how do the Employee's and PUBLIC ie;[Citizens] GET to investigate the CITY,CITY COUNCIL and the STAFF.

For crimes they might have committed?

Is this a one way street ,were the CITY have free rein and your public funding to harass anyone who thinks differently then them.
Anyone who might know what they have been up to?

When is wasting millions of dollars and hiding it become a crime?

Is it OK for a public official to just be stupid and inept and waste these funds.

It is not illegal to do a horrible job,waste huge amounts of public funds and then lie to them to cover it all up?

Wow what a GREAT country we live in. I should have been a City Manager and not a FIREFIGHTER.

I had to pass many test to get my job. We found one thing out working for the PAFD.

Are Chief the top FIREFIGHTER had the least amount of Education and Experience of any member of are FIRE DEPARTMENT???
Now is that HIGH tech or what????

I have a list of them. One's I watched the city commit while i worked there. The city even made me part of several.

I guess that they were too big and too many for them to care about. Too large in Dollars lost and danger to citizens and employee's to look into.

So just go after the CHILDREN'S theatre. It helps keep people's minds off the big crimes...

No civic duty there GARY??
