Middlefield Road/California Avenue Traffic Light Malfunction?

I drive on Middlefield Road past the traffic light at California Avenue several times a day often early in the morning (4AM). The light seems to cycle endlessly from green to red and back, rather than waiting to be tripped by the sensors in the street. As a result, I often find myself waiting with no cars in sight in any direction for the light to change. Not a huge deal, but annoying ... and wasteful of gas.

The light used to be set to green on Middlefield and would not be cycled unless a car tripped the sensor on California (or a pedestrian pushed the crosswalk button)at night and early in the morning..

Does anybody know if the light is malfunctioning, or if there's been a change in policy that has resulted in the light red/green/red/green all night long?
