Suspect in City Hall shooting to plead Monday

A man charged with murder for allegedly acting as an accomplice to the July 13 shooting of Philip Lacy outside Palo Alto's City Hall is scheduled to enter a plea Monday morning.

i can't wait for them to find and arrest the other guy.

as for this guy, it sucks to be him. it didn't sound like he pulled the trigger, but i wonder about his extent of being an accomplice. wondering if he was probably egging his friend on, "go ahead, shoot him"?

so sad.

He looks like he is smiling for his mugshot! Wonder if he'll have the same smile when he's convicted of murder and locked up for life...arrogant idiot! Can't wait till they catch the Koloto he took off for Mexico. They need to broadcast this on America's Most Wanted and emphasize the reward offered.

It is sad especially when a young man such as this, who grew up not with violence is sent to his fate by a system with vengeance in mind. It is my belief that the only reason the charge was increased is because they do not yet have the shooter behind bars. Far too often in today’s society is a martyr made when the guilty cannot be found. This young man will be in my prayers.

Donald is my cousin and he would have never been a part of anything like this. We have lost friends and family to murder and Donald is a good hearted young man who does not glorify homicide at all. I know I helped raise him.
This poor young man Philip Lacy's life has already been taken by Otto please dont let Donalds life be taken as well. Donald was just giving the guy a lift trying to be a friend, the really werent very close at all. This guy Otto is free and could be plotting to rob and murder yet another defensless person and the prosecution is more interested with destroying Donald then actually finding the real cold hearted person who committed this unthinkable act of violence.
Just look at his photo... He a sweet kid, really. I work for Santa Clara County and I am a young hard working single mother, if my cousin was a bad guy I'd admitt it but he isnt! He really is a very sweet warm hearted kid who feels terribly for this young man Philip Lacy and his family and would love to help find his killer but he doesnt have any information...
This loving young man does not deserve to loose his life because some jerk that he happened to know took someone elses.... We would gladly give the prosecution any information we had regarding Otto but we really dont have any.
Someone please help......

I hope that people who are really interested in seeing justice for the victim Lacy and his loved ones really push to have the killer prosecuted and not just someone who cassually knew him.
Donald is a wonderful loving young man with his whole life ahead of him....
Please dont attempt to be judge jury and executer..... Think about being 21 and out with people you may have known then, think about the stupid things people you may have been aquaintences with may have done. Should you be prosecuted for murder if a mass murderer kills everyone around you and you happen to survive? Are you then his accomplice because you should have died too?

God Bless Mr. Lacy and his family! I am so sorry for your loss, I really really am...

Philip Lacey was one in million of all of us who new him know that he was by far one of the most kind hearted person to walk on earth... So now we have to live without him in our lives because of a loser who can't hold a job deciced rob him of his belongings and life. Otto you deserve nothing less than a painful DEATH you are parasite a pathetic excuse for a man. IF ANYONE KNOW WHERE

if this guy donald knows where the other guy is he needs to talk before he takes the blame for him. That would really suck for donald and his family.

Donald does not know where Otto is and no one else does either... Good luck with the search though.... Its too bad that so many people are waisting their energy and time trying to pursecute donald when they could have been seeking real justice for mr.Lacy.....
