Santa Clara County supervisors pick new boundaries for future elections

The board agreed to move forward with new boundaries for Santa Clara County's five supervisorial districts, shifting the balance of power and significantly altering representation in north county.

What does that mean, this vague goal/concept.

Plus, why is Sunnyvale now placed with east San Jose? - bizarre and entirely different regions.
