Immigrants who live in Stevenson House, Lytton Gardens, and the like, do not pay rent if they have no income. We taxpayers pay their rent.

The State of California prints the majority of its social services forms and notices in multiple languages and there are case workers assigned by native language to translate and assist those who cannot fully comprehend English.

And translators are also provided by the CA Superior Court system when/if needed or required.

Add to that the CA DMV.

It is understandable that some 1st generation immigrants might have a difficulty fully understanding the English language but there is absolutely no excuse for their subsequent generations to ever require or need translation and interpretive services.
