Does any of this mean a delay in opening that bridge?
The tunnel is very much missed at present.

The glorious signature bridge, the gateway to Palo Alto (Process) has finally arrived. Let us all congratulate ourselves on the beautiful design, and the process that made this happen.

If you want to see a beautiful design then go down highway 85 at the junction of 280. As you go onto to 280 going to San Jose you go under a white foot and bicycle bridge.
Amazing how that went up with no notice or controversy.

An oversized tube design would also suffice and add some uniqueness.
Picture something that resembles a large corrugated metal heater vent hose spanning across 101 and elevated with steel supports.
There's no need for bicyclists and pedestrians to catch a refreshing view of freeway traffic anyway.
There could even be two of them situated close together for either one-way direction or a pedestrian-bike tunnel only.
