PSAT at Paly; Why not day off for other students?

My son attended Paly on PSAT day (for Juniors) because the schedule for the other grade levels was 12:30-3:35, 55 minute classes. However, he was told there were no instructional minutes so the teachers did not teach. Why didn't Paly allow the other grade levels a day off? This was high school daycare! Next year, the students need not attend school on the PSAT day!
