PAUSD Ohlone English and Mandarin Programs

Is anyone familiar with how successful the students are at the Ohlone Mandarin Immersion program or the English Only Program? I read an old article listing Ohlone had 8 Retentions for kids in Kinder (or maybe also 1st grade) back in 2008, so I'm curious what would cause such a seemingly high rate. Are kids failing to read/write Chinese sufficiently, and they are lacking fundamentals (math, writing skills) that "regular" elementary atypically emphasize on, whereas Ohlone Elementary is more focused on the Development side? Thanks
