Ha Ha Ha Ha Ha! I'm sure if they dig deeper they'll find this is a thing...

FAKE employees? Terrific. Did the miscreants also offer fake housing?

This is similar to what East Palo Alto Nemat Malek Salehi did some years ago, with fake tenants, defrauding us taxpayers and the government. Throw the book at those scummy white collar criminals.

The EB-5 program is very prone to abuse & should be eliminated entirely. Read more about how it "works" in reports of Jared Kushner's trips to China.

Western laws are very easy to exploit.
The entire visa program needs to be changed (EB 5 and more).
The student visa "exchange student" program is full of loopholes and corruption too.
Our colleges and universities are primarily being used as gateways to enter the US (with no intention of ever leaving), rather than places for academic pursuit.
A lot of money is involved in this and it begins outside of the US.
Western designed programs encourage corruption, academic cheating, and fraud because they were drafted by people who are unaware that this behavior is a common part of everryday life in most developing countries.
This one incident is just a drop in the bucket.

Scamming the system for greedy gains, I knew the details before I read the story.
