Money to crossing guards

I got off the bus - south bound - the crossing guard was waiting with 3 boys on bikes. The 3 boys reached into their pockets and gave the guard money! I called the district who told me to call the police. I called the police which gave me a different number. I called that number, told them what happened and all I got was "Okay, thank you. We will look into the matter." She never asked for details, my name, anything - guess we tip in diners - we tip crossing guards also!
