The reason they can not afford school is oppressive governments, elites seeking privilege, lack of fundamental Jude's-Christian value, religious o not, failure to spot western civilization values, lack of security , lack of public order, lack of choosing leaders, lak of integrity in courts police goverment and business, lackmof capitalism and private property which motivates people and honors their work, group or tribal identity Rther than inividuals identity, and superstition,ALL play a bigger role than "poverty" which is not n economic concept but a political one, and more a correlate than the cause.
Compare e g Texas once a part of Mexico, with adjacent Mexico. Same soil same water same sun sme people to a large extent, then compare above.
