Walter_E_Wallis, in this specific case, "the railroad" is Caltrain, in other words, the taxpayers of San Mateo, Santa Clara, and SF counties. Get ready to open your wallet big.

Walter, you must mean to just barricade the streets where they currently cross the tracks, right? Wouldn't that be terribly inconvenient for residents on either side of the tracks who would have to drive long distances to get to a over/under-crossing?

That is precisely what I mean, Mikeorama. Block them now. How many people are you willing to kill for convenience? How else to motivate the construction of overpasses?
