Caltrain behind by 30 minutes after breakdown

A broken-down train is causing Caltrain delays of up to 30 minutes this morning, Caltrain spokeswoman Christine Dunn said.

Is it true that Caltrain is forced to postpone all upgrades to their trains until after all the HSR lawsuits are settled?

No, that is not true. Caltrain owns the right of way and can upgrade it as it wants. On the other hand Caltrain is out of money as the state of California, San Francisco and San Mateo have reduced their funding (Santa Clara was debating this - I do not know if they've actually reduced funding).

Now HSR was supposed to improve the tracks for both Caltrain and HSR. Certainly removing the street crossings and electrifying the system would be huge improvements. But none of that has started.

This was a train breaking which happens all too often. It has nothing to do with the tracks and it just shows that you get what you pay for.

Electrification will bring new and improved trains, or at least locomotives, right? Is Caltrain delaying the electrification project until HSR plans are settled?
