Fruit for sale on street corners

I have recently seen a fruit seller on the corner of Louis and Colorado and today he had quite a selection of different fruits and at least one car had stopped to buy. I am told that there are other street corners where this is happening in Palo Alto.

What is the story?

I always thought it was illegal until one day I saw a Stanford police stop to buy strawberries on Stanford Ave. I thought he was giving a ticket until he carried the flat back to his cruiser.

I've also seen a guy standing on the corner of Greer and N. California with flats of strawberries.

Maybe, maybe not. But it is a kind of benign organized crime. These guys are recruited, given the fruit, brought to their locations by vans/trucks that have a regular route. The peddlers are willingly exploited and dependent on the organizers.

Not too bad in itself, but clearly can lead to worse things (fights over territory, shift in products, use of "eyes" for crime selection, etc.) Anytime there is this extreme dependency, "perp as victim" crimes are more likely.
