The police search for Otto Emil Koloto, 22, of Gilroy, who is suspected of robbing and fatally shooting a man outside Palo Alto City Hall July 13, has come up empty a week and a half since the shooting.
“We have talked with family members (who say) they haven’t heard from him,” Palo Alto Police Agent Dan Ryan said. “We believe he is being hidden by somebody, but we don’t know who it is.”
Philip Lacy, 27, of South San Francisco was shot in the head at 1:45 a.m. July 13. He was taken off life support at Stanford Hospital three days later and died. Funeral services have since been held.
Police searched three homes in Gilroy the day after the shooting without finding Koloto. Police later named Koloto the suspect in the shooting.
Police have offered a $10,000 reward for information leading to the arrest and conviction of Lacy’s killer. Anyone with information about Koloto’s whereabouts is asked to call the police tip line at 650-329-2190.

The Palo Alto Daily News claims that the PAPD released a second photo of Koloto yesterday, but seems to have botched putting the photo in their online version. http://www.dailynewsgroup.com/article/2008-7-23-koloto
The Palo Alto Weekly could probably help the hunt for Koloto by publishing the second photograph online.
How sad and scary for Mr. Lacy’s family.
