Mobility Scooters - how are they to be treated?

As I walk my child to school each day I see at least two of these mobility scooters (electric wheelchairs?) riding in the bike lane, one has a driver and school age passenger neither wearing helmets, one with the driver wearing a helmet escorting pedestrian children. They never stop at stop signs or give way to pedestrians, but they can travel quite quickly. I also often see a segway with an adult riding with a child standing between his legs. None of these vehicles appear to be registered or licensed. What is the legal standing of these vehicles and should they be on the roads or the sidewalks? I thought the dips in the curbs were for wheelchairs, but these would be dangerous on the sidewalk and they are certainly a menace on the roads unless they obey traffic laws.

BTW, if you are under 18 and riding a scooter, bike, segway, etc. you must be wearing a helmet. When you see this behavior again, just call the PAPD non-emergency number.

My question is, when is the PAPD gonna crack down on all the 'pocket bikes' racing around the neighborhood? They are loud, fast, dangerous, and definitely not street legal.

still a polphile? Not always a bad thing.
VC cites are good, but commonsense should prevail. If it don't, law is moot to the moron.
Pockets - if the cop doesn't see it, didn't happen- NFL rules apply.
