San Francisco Bay shrinking

What is going on with the southern part of San Francisco Bay? More and more of it is taken up by salt ponds or being diked and filled. It seems like pretty soon Dumbarton bridge won't be necessary, it will all become man made land. Who is selling the Bay off?

You are likely seeing the result of 16,500 acres of salt ponds around San Francisco Bay being restored to tidal wetlands.
