Killers of teenage informant sentenced

In 1999 17 year old Chad Mac Donald of Brea California was viciously beaten and murdered for working as a police drug informant, while his girlfriend was raped, shoot in the face and left for dead.
In January his killers were sentenced to life in prison without parole. The officials who cynically coerced Mac Donald to work as an informant face no penalties whatsoever.
Police in Brea acknowledge that Mac Donald was recruited as an informant after he was arrested for possession of methamphetamine but claim he was no longer working for them when he was murdered.

Spotlight on Brea Police Department

The very conservative 4th District Court of Appeals recently ruled that the City of Brea and the Brea PD maybe sued for their actions prior to the tragic death of juvenile narcotics informant.(High school student Chad Mcdonald was murdered and his girlfriend was raped then left for dead by a drug dealer.) This follows on the heels of the John Taylor civil rights claim, which,if even partially substantiated, should give rise to a criminal civil rights investigation by the U.S. Department of Justice.

Juvenile Informants Illegal without Court Authorization

Governor Wilson has signed Assemblyman Scott Baugh's Assembly Bill 2816 into Law to prohibit the use of juvenile informants without approval from a court. The bill was introduced following the murder of 17 year old Chad McDonald from Orange County who had been assisting Brea Police as an informant. McDonald agreed to the arrangement as a plea bargin in his own arrest for a drug offense. McDonald served as an informant but was later arrested again on drug charges. Brea Police ceased using McDonald as an informant an soon after, McDonald was murdered and his girlfriend raped and shot.

www.ocweekly.com This link has a good story on just how disgusting the actions of the City of Brea and there Police Dept were. If the Assembly having to pass a law against this type of action does not get the point across. Brea's City Manager..

Chad MacDonald (Shyken) was killed in 1998. He was a good kid. The police involved will pay. Vengeance will come back sevenfold. It's in God's hands.

When I was doing some reseach on Frank and his time in Brea. I ran across this very sad story. It reinforced just how evil people can be.
Post a new link. This link is now under many other pages. It will not be seen by many if any.
Stand up and let them hear your voice..There are TOO many Chad stories in this world, were the power is used to hurt people not help people>
I hope that I did not stir any old pain up. I just think it was something that the PUBLIC should know....

Chad was a classmate of mine and former teammate when I played little league at Bryant Ranch as a kid. We never really got along and I guess you could say we were kind of enemies as we got older in our teenage years. I do remember I saw him a few days before I found out he had been murdered at a Super K Mart in the Savi Ranch center. The store is no longer there, I think it's a Home Depot or something now. But I'll never forget when I walked by and saw him standing by the small arcade in the front of the store we both gave each other a "hard look" as I passed. I felt really bad when I found out about the tragedy that became of him and at the time it was a huge wake up call to the quiet upper-middle class community of Yorba Linda.

Befor I say any thing...I would like to give my respects to the family and friends of chad. I am the son of Florence Lela Noriega the woman convicted of chads murder...for the past 10 yrs. I've lived life without a mother,a life like chads (without his dad) at the age of 7 the mother i've always seen as a funny, caring, woman was on the news as one of the evil people convicted of chads murder..that same 50 sec.late breaking news flash I wasnt supposed to see was the same news flash that changed my life...in school people where walking up to me saying the same thing the news said, your mother is EVIL and lots of other things...things that I couldnt just put my head down and walk away, things that got me kicked out of school for fighting everybody that talked down on my mom,it seemed as every were I went her name was being said..people cant say I was or am a bad kid for doing what I did...because that same person people called evil was the same person i had always seen with a smile on her face, the same person i loved...I cant blame people for talking down on her i just hope people will see the big picture, every body does something EVIL or wrong in there life time...maybe not as bad...but that does not give anybody the right to judge people they dont know...every family has there shares of ups and downs...i miss my mother and maybe in the next life time I can have her again...its been 10 yrs. since chads death..I feel that people should let his soul rest...

this is not message to disrespect any one...just needed to express my feelings and show people that her family and friends are hurting to..and im sorry for any one that felt like they were disrespected in any way...and to chads mother...sorry for your loss
