A round-up of Palo Alto government action this week

City Council (March 6)

Commissions: The council approved a process for interviewing candidates for the Historic Resources Board, the Human Relations Commission, the Parks and Recreation Commission, the Planning and Transportation Commission and the Utilities Advisory Commission.

Yes: Unanimous

Airport: The council heard a presentation about recent and upcoming improvements to the Palo Alto Airport.

Action: None

Guns: The council approved an emergency ordinance and a regular ordinance that prohibits firearms in government buildings, polling places and schools. Yes: Unanimous

Council Finance Commission (March 7)

Water financial plan: The commission recommended approving the 2024 Water Utility Financial Plan and supported transferring $3.7 million from the capital improvement projects reserve to the operations reserve, transferring up to $3 million from the rate stabilization reserve to limit proposed rate increases. Yes: Unanimous

Construction: The committee recommended approving a $20-million contract for five years with VIP Powerline Corp. for electric utility contract services. Yes: Unanimous

Planning and Transportation Commission (March 8)

Accessory dwelling units: The commission approved revisions to the zoning code pertaining to accessory dwelling units (ADUs), including elimination of a two-step process for relocating parking spaces to accommodate ADUs and locations of egress windows. The commission also voted 4-1 to establish a rule requiring a design of basement stairs that would enable the ADU to use a portion of the basement.

Housing Element: The commission recommended approving the Housing Element for the 2023-2031 period, subject to revisions based on comments from the state Department of Housing and Community Development.
