A preview of Palo Alto government meetings for the week of Sept. 5.

CITY COUNCIL … The council plans to hold a study session to discuss the Parks, Trails, Natural Open Space and Recreation Master Plan. The council also plans to consider the second phase of the downtown Residential Preferential Parking Program; discuss a proposal to partner with Pets in Need for animal care services; and meet in a closed session to discuss potential litigation involving the parking program. HUMAN RELATIONS COMMISSION … The commission plans to review the Consolidated Annual Performance and Evaluation Report for the Community Development Block Grant; hear a presentation from Abilities United as part of the mental health learning series; and select a commissioner to speak to the council’s Policy and Services Committee regarding the Human Services Resources Allocation Process. The meeting will begin at 7 p.m. on Thursday, Sept. 8, in the Community Meeting Room at City Hall, 250 Hamilton Ave.
