PUBLIC AGENDA: Changes to City Council protocols; proposed financial plans for utilities

CITY COUNCIL ... The council plans to meet in closed session to discuss performance reviews for the city manager and the city attorney and the status of negotiations with the city's labor unions. The council will then discuss changes to its protocols and use of council's contingent funds to screen the documentary, "Try Harder." COUNCIL FINANCE COMMITTEE ... The committee plans to review the proposed financial plans for the water, gas and electric utilities, consider amending the electric hydro rate adjuster, and consider approving a 12-year, $76.2-million contract for geothermal energy with the Calpine Corporation's Geysers Power Company, LLC. The meeting will begin at 5:30 p.m. on Tuesday, March 21, in the Community Meeting Room at City Hall, 250 Hamilton Ave. View the full agenda at cityofpaloalto.org. STATE OF THE CITY ... Mayor Lydia Kou plans to deliver the "State of the City'' address. The event will begin at 6 p.m. on Wednesday, March 22, at the Palo Alto Art Center, 1313 Newell Road. It will also be streamed on the city's YouTube channel.
