East Palo Alto man arrested for indecent exposure

Police have arrested an East Palo Alto man accused of exposing himself to at least three people last month at the Stanford Shopping Center, according to the Palo Alto Police Department.

Israel Sandoval Jr., 36, was charged with misdemeanor indecent exposure and booked into the Santa Clara County Main Jail.

On March 26, Sandoval was captured on surveillance cameras, allegedly exposing himself to at least three people over the course of an hour at the shopping center, located at 180 El Camino Real, police said. No one notified police until an hour and a half after the last incident occurred, but by that time the suspect had left the scene, police said.

Detectives conducted a follow-up investigation, which led to Sandoval's identification.

On April 8, police obtained an arrest warrant for Sandoval but were unable to locate him to serve the warrant. On April 14, detectives found him in the 1200 block of El Camino Real in Menlo Park and arrested him without incident.

Police said it is possible there were additional victims who may have seen Sandoval expose himself. Police ask that victims call the police department's 24-hour dispatch center at 650-329-2413. Anonymous tips can be emailed to or sent via text message or voice mail to 650-383-8984.

Anyone know how they identified the perp from just that photo? Were there witnesses or photos that were not described in the original newspaper article?
