CITY COUNCIL ... The council plans to hear a summary of pending bicycle-boulevard programs; consider approving the Maybell Avenue bike boulevard and Churchill Avenue enhanced bikeway projects; adopt a procedure for voting before going into a closed session; and consider increasing the council's salary from $600 to $1,000 per month.
