East Palo Alto man arrested after allegedly peeping into motel window

Palo Alto police arrested a man on Thursday, Oct. 23, for allegedly peeping into a motel window while parents were changing the clothes of their two young daughters, according to a police department press release.

At about 9:15 p.m., police responded to a report of a peeping incident at Oaks Motel, at 4279 El Camino Real. Officers detained the suspect, 47-year-old Jose Refugio Cesar Garcia, on the scene.

Investigations revealed that parents staying at the motel had just finished giving their two daughters -- both under 7 years old -- a shower, and the mother was drying the girls off and clothing them when the father noticed a man standing outside watching through the window. The father went outside to confront Garcia who left on foot. The father called the front desk to report the incident and the police was notified.

Police arrested and booked Garcia into the Santa Clara County Main Jail for misdemeanor peeping and felony probation violation. Garcia, of East Palo Alto, is on probation out of San Francisco County for soliciting a lewd act and resisting arrest.

There is no evidence to suggest that this case is connected to the string of indecent exposure cases that happened earlier this month, according to police.

This is a disturbing event, and it is good that they caught the guy. I can't help wondering, however, why the curtains weren't closed during the bathing and dressing.
