City Council (Jan. 7)
Mayor: The council elected Greg Scharff to serve as the city's mayor for 2013. Yes: Unanimous

Planning and Transportation Commission (Jan. 8)
Density-bonus ordinance: The commission discussed proposed changes to the city's density-bonus ordinance, which gives developers incentives for building affordable housing. The commission voted to continue the item to a later date to give staff a chance to make minor revisions to the proposal. Action: None
Utilities Advisory Commission (Jan. 8)
Carbon neutrality: The commission voted to authorize City of Palo Alto Utilities to spend up to $0.0015 per kilowatt hour to achieve carbon neutrality for the city's electric portfolio in 2013.
