City Council (April 12)

Budget preview: The council heard a presentation from City Manger James Keene about the proposed budget for fiscal year 2011. The budget seeks to close an $8.3 million deficit by laying off dozens of city workers, eliminating programs and instituting new fees. The council's Finance Committee will review the proposal in May. Action: None

Ming's hotel: The commission approved a zone change to enable the construction of a four-story hotel and restaurant at the present site of Ming's Chinese Cuisine and Bar at 1700 Embarcadero Road. Yes: Unanimous

City Council Policy and Services Committee (April 13)

Stanford Hospital: The committee discussed the fiscal impacts of Stanford University's proposed hospital expansions. The committee also discussed the status of the city's negotiations with Stanford over a development agreement. Committee members cited some concerns about the housing and school impacts of the Stanford proposal. Action: None

City Council High-Speed Rail Committee (April 15)

High-speed rail: The committee discussed the April 8 meeting of the High-Speed-Rail Authority board of directors, the rail authority's recently released Alternatives Analysis and the Draft Program Environmental Impact report for the Bay Area-to-Central Valley segment of the rail line. Action: None

Architectural Review Board (April 15)

Greenhouse: The board approved a proposed 560-square-foot greenhouse and 625-square-foot shed adjacent to the Duck Pond in the Baylands. Yes: Unanimous
