Palo Alto City Council . . . The council will study the emergency alerting system and will consider various administrative matters, including whether to hear an appeal of a proposed cell-phone tower in Barron Park. The study session will take place on Monday, April 4 at 6 p.m. and the regular meeting at 7 p.m. in the City Council Chambers inside City Hall (250 Hamilton Ave.).


Palo Alto Finance Committee ... The committee will discuss this year's funding to nonprofits and other local programs through the Community Development Block Grant program and the Human Resource Allocation Process. The meeting will be held Tuesday, April 5 at 7 p.m. in the City Council Chambers inside City Hall (250 Hamilton Ave.).


Palo Alto Historic Resources Board . . . The board will discuss a proposed rehabilitation of the historic Castilleja Hall apartment house at 1121 Bryant St., plus an expansion at 1176 Emerson St., and the designation of 449-453 Addison Ave. as an historic building. The meeting will be held Wednesday, April 6 at 8 a.m. in the City Council Chambers inside City Hall (250 Hamilton Ave.).


Palo Alto Utilities Advisory Commission ... The commission will discuss next year's Utilities Department budget, including a preliminary discussion of potential rate increases. The meeting will be held Wednesday, April 6 at 7 p.m. in the City Council Chambers inside City Hall (250 Hamilton Ave.).


Palo Alto Architectural Review Board . . . The board will review plans for a mixed-use building at 335 University Ave. and a 15,000-square-foot building at 657 Alma St. The meeting will be held Thursday, April 7 at 8 a.m. in the City Council Chambers inside City Hall (250 Hamilton Ave.).


Palo Alto Planning Director's Hearing . . . The planning staff will review plans for 342 Hawthorne Ave. The meeting will be held Thursday, April 7 at 3 p.m. in the Council Conference Room inside City Hall (250 Hamilton Ave.).
