The arguments for Measure C include:

* Provides 10 below-market-rate units

* Provides 51 other housing units

* Provides 63 public parking spaces

* Located three blocks from Caltrain station

* Converts a blighted area into needed housing

* Provides a neighborhood cafe

* Provides public plazas at High/Channing and High/Homer

* Provides underground access to the city electric substation on Alma Street, which is scheduled to become a housing project with underground parking

The arguments against Measure C include:

* It's too big, much larger than anything near it

* It puts luxury condominiums in a commercial area

* The housing is not affordable

* It will destroy a historic building

* It robs neighboring buildings of sunlight

* It exceeds underlying zoning

*The public parking provided will be insufficient
