Tabloid:

Political insider and attorney Richard Alexander wrote in an Aug. 24 guest opinion column to a local newspaper that, "in June, with the passage of the 2003-05 budgets, Mossar, Beecham and Kleinberg voted to charge the cost of street lights and traffic signals to electricity bills... This action was not justified."
Truth:

For years Alexander has alleged that the city's general fund -- which does not include utilities -- is too large. But the city's general fund was covering certain utilities expenditures, including trimming trees around electric lines. In response this year, the City Council, including Mayor Dena Mossar, Vice Mayor Bern Beecham, and Councilwoman Judy Kleinberg, voted to account for those maintenance costs in the utilities budget, shrinking the general fund and more accurately reflecting maintenance expenditures, according to Beecham. Then Alexander ironically shifted his argument, claiming it was improper for the city to make this move.
Who?

Alexander is actively supporting City Council candidates Nancy Lytle, LaDoris Cordell, and Harold "Skip" Justman, and is campaigning against Mossar, Beecham, and Kleinberg.
