A Gunn High School U.S. history and government teacher is the 12th person to take out papers for City Council candidacy in the fall election.

John Fredrich, 56, said Wednesday he is leaning toward running, dissatisfied with how the current council's inability to get along and make decisions.

"I've been kind of disappointed by the quality of the dialogue, and the decisions aren't that good, either," Fredrich said. "It's better to participate than to just bellyache."

Fredrich has run three times for a council seat -- in 1975, 1977 and 1979. He said the city councils of those days had people who didn't get along, either, but they were able to get things done.

"We don't seem to be learning how to do these things," he said, mentioning efforts to finance new storm drains and library improvements. "When are we going to start moving forward and get traction on these issues?"

The other 11 people who have taken out papers to run for the four open council seats include the incumbents, who have all declared their candidacies: Mayor Dena Mossar, Vice Mayor Bern Beecham and Councilwomen Judy Kleinberg and Nancy Lytle. Other declared candidates are LaDoris Cordell and Skip Justman. Others who have taken out papers are Ronnie Bar-Gadda, Jodie Ellis, Victor Frost, Scott Healy and Ed Powers.
