It just doesn't seem fair that Shoreline/Mountain View is allowed to waste the time of 1000s of people. And think of the angst, road rage, ... they are creating.
There must be some way that Shoreline/Mountain View can alleviate this,
eg, make all the lights green and all the roads in that area one way
going in, etc. That would penalize the people working in that area, but if someone has to suffer because of Mountain View, it seems more fair that it be residents and workers of Mountain View rather than innocent passers-by on 101.
If Shoreline/Mountain View can't fix this, then maybe the county or state should penalize them somehow, eg. levy a fine, so at least some benefit can be obtained from this sorry situation.

Maybe Mountain View should be made to close down Shoreline Amphitheatre since it may inconvenience some Palo Alto residents.
What about the people from all over--don;t they have a right to enjoy a concert sometime (this is not an everyday affair). What about the people that work at Shoreline and the revenues it brings into the city?
I guess that does not matter because a PA resident may be inconvenienced.
Maybe from now on any events/new buildings or stores that may impact PA residents in other cities should have to have the approval of the PA City COuncil.
Traffic problems occur occasionally and are part of events like concerts/sports events etc.

Here's another suggestion: after each Shoreline concert, everyone should be walked over to Moffett Field to board a jet to fly them to SFO, OAK, or SJC. Of course, PA residents will complain about the noise, but at least the roads will be clear.
How will this be paid for?? Simple! The city of Mountain View can use their huge tax revenue from Shoreline events to pay for the planes & jet fuel. What's that??? You don't know what tax revenue is?? It's income gained by governments due to taxation of businesses, residents, tourists, visitors, etc. Don't worry, you're not alone... most Palo Altans don't know much about this.
