Below I have outlined the PAUSD Board of Education Voting Records for Calendar years 2004 and 2005 when Barton, Kroymann, Lowell, Price & Townsend were members. I could do the same for the next period in which Lowell, Mitchell, Price, Tom and Townsend are members, but I want to wait and see if the Weekly editors cut this post before I spend the time. They shouldn’t, because this material is presented without bias and copied directly from board meeting minutes available to any member of the public.
Since the vast majority of school board votes are 5-0, I only included those motions where the votes were split. I did not include absences, since everyone was absent at one time or another, except when the vote was split between the remaining board members. If there was an abstention, I did count that as a split vote.
The format I used below is Meeting Date, Agenda Topic, Motion, packet date, and page number where the motion occurred. I tried to provide a link to the packet, but got an error when I first posted that I had too many URLs. Please note that it is important to look at the discussion surrounding a motion to get a better idea of why members voted as they did.
Generally, there is a two meeting rule for board actions. At the first meeting on an agenda item there is a discussion, and at the second the board takes action, unless the two-meeting rule is waived, which does happen on more routine items. The links below show the packet where the action is documented. To find the discussion for an action, you need to find the minutes for the previous regularly scheduled meeting. This isn’t easy, and I haven’t taken the time to do it.
I have talked to Dr. Skelly about making the board meeting minutes more easily accessible to the community, and I hope that by the time of the next election, the process of documenting voting records won’t be so tedious.

1/27/04 Mandarin Chinese Immersion MOTION: It was moved by Townsend to accept this program to begin in August 2004 without the displacement of staff members and with the same mandates as the Spanish immersion program. Barton seconded. Board discussion followed. Townsend withdrew her motion. The issue died for lack of motion or support. See 2/24/04 packet, p. 28.
5/11/04 Adoption of Middle School Mathematics Instructional Materials MOTION: It was moved by Townsend, seconded by Lowell, and motion carried 3-2 to adopt Concepts and Skills (Grades 6-8) by McDougal Littell, with Barton and Price dissenting. See 5/25/04 packet, p. 15.
5/25/04 Proposed School Calendars for 2005-06 and 2006-07 MOTION: It was moved by Barton and seconded by Kroymann to approve the 2005-06 and 2006-07 calendars as presented. Motion failed on a vote of 2-3, with Price, Lowell, and Townsend dissenting. See 6/8/04 packet, p. 18.
6/22/04 Proposed School Calendars for 2005-06 and 2006-07 MOTION: It was moved by Barton, seconded by Townsend, and motion carried 4-1, with Price voting no, to adopt the proposed school calendars for 2005-06 and 2006-07. See 8/24/04 packet, p. 24.
8/24/04 Nutrition Policy MOTION: It was moved by Townsend, and seconded by Kroymann, to approve the K-12 Nutrition Policy as proposed with the following additions:
"1.g. . . . and 35% sugar by weight with the exception of fresh fruits and vegetables, and nuts and seeds."
Implementation: This policy is to be implemented except as noted in the administrative regulations and is to be effective immediately for K-8, allowing the high schools to delay implementation until July 1, 2005.
Motion carried 4-1, with Price opposing. See 9/14/04 packet, p. 12.
12/14/04 Certification of Election Results – November 2, 2004 MOTION: It was moved by Kroymann, seconded by Price, and motion carried 4-0 to accept the Statement of Votes and Certificate of Election Results and declared the totals to be the final results of the November 2, 2004, election, with Townsend abstaining. See 1/25/05 packet, p. 15.
2/8/05 Support for Adequate School Funding Resolution 2004-05.14 MOTION: It was moved by Kroymann, seconded by Price, and motion carried 4-0 with Townsend abstaining, to adopt Resolution 2004-05.14 in Support for Adequate School Funding. See 6/14/05 packet, p. 32.
2/8/05 Request for and Consent to Consolidation of Elections MOTION: It was moved by Lowell and seconded by Price to select officers at large, to have tie votes determined by lot; to limit ballot language to 400 words; to share the cost between the District and the candidate; and that the fee shall be paid in advance to the Registrar. Motion carried 4-1 with Townsend dissenting. See 6/14/05 packet, p. 83.
7/1/05 Action Taken in Closed Session MOTION: It was moved by Lowell, seconded by Kroymann, and motion carried 4-1 to appoint Dr. Marilyn Cook to Associate Superintendent of Educational Services, with Price dissenting. See 10/11/05 packet, p. 16.
8/23/05 Action Taken in Closed Session MOTION: It was moved by Kroymann, seconded by Price and motion carried 3-1 to place a teacher on compulsory leave of absence without pay effective August 19, 2005, with Lowell abstaining. (Townsend absent) See 10/11/05 packet, p. 19.
