Indecent exposures just a flash in the pan?

When a man raised his shirt and pulled down his pants to a woman near downtown Palo Alto on Jan. 31, his act was perhaps shocking. But psychology and criminology experts say it doesn't necessarily mean the man, if he did do the crime, will commit violent sexual crimes in the future.

Why were these perps never identified by name and address in the press? The best protection is to keep an eye on them.

It's stated the 2nd conviction is a felony and can mean prison time. But with California's crowded prisons, we are told in the press that lots of offenders are let out really early.It doesn't sound like a deterrent in this state.

Didn't the Boston Strangler start out as a flasher?

When I went to Boston U, this was a huge problem on the campus borders. The police there told us the best thing to do was to laugh at a flasher. The embarrassment to them would eventually cause them to stop. But we were told to always call 911, because the local rumor was that this was how the Strangler got his start, but it kept escalating, to rape and then rape/ murders.

Apparently Peeping Toms will escalate their cri es, too, so it is important to report them as well.

So does this mean that when my girlfriends and I pull up our shirts for truckers on the freeway, we're criminals?
