How Can We Help the Donkeys?

I don't have donkey experience, per se, but have a lifetime of experience with horses (donkeys are equines, too).
What can the general Palo Alto public do to help? Obviously, something needs to be done or this will happen again. The dogs will go for them because they are elderly and slow.
Is there anyone to check on their well-being more than once a day? Can an emergency contact and vet information be posted? At horse stables, each horse has his owner information, emergency information, vet and farrier info all posted, as well as feeding instructions.
Is there a place to make monetary donations to ensure their care?
My son has loved these animals since he was a child, and is heartsick, as is his daughter and I.

Why don't you contact Doug Moran and ask him? Sounds from the article that he knows what is going on. Seems that some people like to sound as if they out want the public to think they care-if they are serious about helping, they should just do it. Did you know, ducky.girl, that in Finland they much better care of their donkeys? But the USA is teaching third weird status in donkey care. That is what an employee of my company told me on the easy to a Pan-Asian conference.
