Why is there so much wrong-way parking?

Why do so many people park their cars on the wrong side of the road? Don't they know that it is illegal and dangerous? The law requires the right tire to be within 18" of the right curb. You have to drive on the wrong side of the road to park and leave if you park wrong-way, putting people in danger. Last weekend I was biking with my daughter and a driver cut across onto our side of the road and was heading straight for us! He stopped before he ran us over, but it was terrifying! When I asked him why he did that, he said that he didn't want to have to cross the street. This guy is knowingly breaking the law and endangering his neighbors because he is too lazy to walk across the street. What a jerk! After that I started looking around town carefully and I see a lot of cars parked on the wrong side of the street all over town. Why don't the police write tickets for this? It is an obvious violation and an easy one to enforce.
