Here's another direct cost of the Iraq War, aided and abetted by Bush and weak Congress.

The Iraq war probably did contribute to the smaller increases (not decreases) in basic science budgets. However, it is the overall economy that dictates tax revenues, aggravated by the sub-prime issues, along with endless earmarks that short the NIH, NSF, etc.

It is time to cut tax rates, in order to stimulate the economy. We need private investment now.

Based on the obstinate refusal of NASA to make decisions based on science rather than political correctness, and their failure to halt the foolish self-promotion at the expense of science by Hansen and the "et al" of et al and Sagan, they are still getting too much.

...and it is amusing that the usual doublespeak of government spending, where an increase that does not meet the request is called a cut.

When we hear of kids at high school doing science projects involving which brand of chewing gum keeps its flavor longest, I wonder if we are spending too much rather than enough?
