Around mid morning today, I witnessed a man coming across Homer and entering Heritage park with heavy tote bags. He enjoyed a large picnic meal at the table adjacent to the new playground. I have no complaints about this as he kept to himself. However, when he used the water fountain to wash his face and to lather and shave his beard I thought this was using the park to excess. Is there a rule about washing yourself in the public drinking fountain? I love the new park as do my grandchildren. Perhaps we need more vigilance during the day as well as the night.
