Typical State Dept. nonsense. Just make assignments, period. If they refuse, fire them, with no retirment benefits.

Gary: You misunderstand. Embassy postings are usually sought after, even in dangerous places. There has not been a shortage of volunteers for an embassy since Vietnam.
That means that the State Department's own people have to be ordered to take these postings which have become undesirable because they know what's really happening as a result of the "surge". They see the information that's hidden from us. They know the war is lost. They don't think advancing their careers is worth being there at the end.
These are a one-year postings, with high hazard pay, special benefits, and right now, it's having trouble filling 40-50 posts on a voluntary basis.

No misunderstanding. State Dept. folks don't like to be in a war zone, especially when the going is tough. So what? It's their job. Just make the assignments. If they don't want to go, fire them, with no benefits.
