Electrical outages in South Palo Alto

When our neighborhood lost electricity, I called the City. A recorded voice asked me my telephone number. When I gave my number, the voice said my number doesn't exist in their system. I was then asked for my name and address and thanked for calling. My question: how do I find out the cause an outage and the approximate time it will take to fix it? Thank you.
