If labor is the biggest expense in this project, can he use volunteers? I am sure there are local nature or school groups that would like to help out with this project.

Seems like we could get expanded local involvement in many ways and save the big expenses. If there were a kiosk at the park that taught volunteers what they could do, I bet you'd get lots of help. How local do the seeds need to be? I can generate poppy seeds in my yard.
