Rather than respond to a problem, the staff creates a "Program" to handle it. Creates employment and they don't have to respond to the problem.
Instead of installing a bench or two, they make a big bureaucratic thing out of it. Programs, plans, reports, meetings, and a lot of running in circles.
The public is getting tired of it.
Need a major house cleaning. Start with the city manager. Then the council.
Many cities have been systematically removing benches to prevent the homeless from moving to one. I suggest this 87 year old get a walker with a fold down seat.
