There are several threads right now that have comments on them indicating disapproval with the news that Kevin Skelly will be receiving a raise of 3% this year, totaling approximately $10,000. In the past year, Dr. Skelly did not inform the board that the federal civil rights investigators had found that Palo Alto violated the civil rights of a disabled student by allowing her to be bullied repeatedly. He did not inform the board or public that he had entered into a Resolution Agreement. He participated in the board's violation of the Brown Act by his own admission with the Board Policy Review Committee. He failed to ensure that Paly complied with Title IX following the Rape Culture expose in the student magazine -- he didn't even know what he was supposed to do.
Charles Young similarly should never receive a raise. He was the compliance officer who did not ever use the UCP, the primary thing he was supposed to be complying with. He also had no procedures for 504 processes.
Now PAUSD is thanks to the Skelly/Young team undergoing both state and federal investigations into special ed and civil rights.
Neither of these men deserves a raise or bonus -- both deserve to be on performance plans or told to seek their fortunes elsewhere.
I just find it offensive after the past year that he would get a $10K bonus. That is ridiculous.
Do Kevin Skelly and Charles Young deserve a raise for their 2013 performance?
