Restarting ABAG thread

I restarted an ABAG thread as some posters wanted to continue the discussion and there is a lot of background already on the August thread.

ABAG is dictating the number of new houses/units to be built by a certain date. If you go back to the beginning of the SB 375 approval in 2005 and retrieve the number of developments in PA since that time you will find we have exceeded the number of units required. We are done.
The secondary goal of ABAG is to use eminent domain to replace long standing housing units which have a low tax assessment value with new housing that will change up the tax base for the property. HSR is doing that now in Fresno - forcing out families and businesses that have been in place for 30 years. Force the people out then lease back the property at current market value. They have not broken ground on the actual HSR but they are busy getting property. The differential between tax assessed value and current market value is how the funding is being derived - in part.
Let's assume today that HSR will not go down Central Expressway/Alma - That leaves the better idea of bringing BART down the western side of the peninsula to meet up with the San Jose BART connection so we now have the bay connection completed. That goal will be more helpful in this discussion - not in competition with Caltrain but supporting it on the western side to help move people. That can help Redwood City, Menlo Park/Stanford, Mountain View, Los Altos, Cupertino. Align along the 280 side.

Can someone PLEASE explain what ABAG is?
Why does it have so much power?
is it an elected body?
What is ABAG's legal, governmental or organizational structure that makes anything they say relevant?
