Our lovely Utilities Department underperforms -- again!
Whose pocket should this come out of?
My vote: take it out of the pension of the incompetents who allowed this to happen.

Whose pocket? Silly question, David. Our fine utilities dept. will just keep raising rates again and again and again.

What is the contract for designing, publishing all the repetitive mailings we get from Utilities? Enough already!! Into the mailbox, into the wastebasket. IF it has to be sent, send it e-mail. Easier to 'junk'. Utilities Department is our 'nanny state' with a lot of office employees needing things to do.
