Detective ignored DA's advice

Another paper has a cover story that the DA requested PAPD to perform a complete audit of the Children's theater, as the DA found exculpatory evidence. This whole mess was tremendously painful to the community, the principals, and the children whose plays were disrupted during the investigation. Whose responsibilty ultimately is it for the investigation?
