Phyllis Seidman's family files claim against Palo Alto after SUV kills her on on Cowper Ave.

Phyllis Seidman was using her wheelchair in a crosswalk on Cowper Ave. (near Embarcadero Rd.) when an unidentified SUV driver hit and killed her. Her family has filed a claim against the city of Palo Alto, which is usually the prelude to a lawsuit.
