The "California Dream" has always been driven by massive innovation and productivity in certain industries, e.g., the electronics/computers boom in the 1980s or the internet boom in the 1990s. Unfortunately, California's industries have been pretty stagnant since the year 2000. Any economic revitalization has to start with real-world productive jobs, not the money pusher jobs dominated the last 8 years like AIG and Bernie Madoff.

One hopes that the California nightmare of opposition to the works of man, including dams, power plants, oil drilling and transportation improvements that has taken us from cheap reliable energy and water to ruinously expensive energy and poorly allotted water will become a bad dream like prohibition and "The Yellow Peril".
