Why is PAPD Police Lieutenant Involved in EPA?

Why is Lt. Tim Morgan of PAPD involved with Page Mills Properties? Why is he now embroiled in accusations of harassment of an EPA tenant activist? Why did former Chief Johnson give him permission to work for Page Mill? Is certainly doesn't appear to be acting as an emergency preparedness consultant. How come a reporter was given a copy of a taped phone call between Page Mill Properties and the harassed EPA tenant? Why did Page Mill even HAVE a copy of the tape?

But most of all, WHY ISN'T PALO ALTO ONLINE REPORTING ON THIS? After all, the tenant activist spoke just last night at the PA City Council meeting.

It's very, very suspicious that Palo Alto Online isn't reporting on this important, news-making situation that involves PAPD, a Palo Alto-based company, and Palo Alto's neighbor E. Palo Alto?
